PDF Files are handled differently across browsers and platforms.
File permissions have been set on the PDF library to allow download and printing, but the option may be hard to find in some browsers!
In Firefox, use the option to open the PDF in Google Docs (the symbol in the top right hand corner in the image below), then print or save.
In Internet Explorer, depending on the version – either the following toolbar will appear when hovering over the pdf:
Or (usually in the 64bit version of Internet Explorer) the pdf will not load, and the following will be displayed:
Clicking on the link ‘Click here to download’ should open the pdf in a new window, complete with the option to print:
